RISE supports the Philippine government's vision of an inclusive society with quality education. It aligns with the National Learning Recovery Program and aims to empower every Grade 3 Filipino learner to become an independent reader. Emphasizing the creation of a reading culture, RISE involves multi-stakeholder partnerships, teacher upskilling, material creation, parental engagement, a reading ambassador community, and accredited online training. A targeted cohort of Grade 1 learners from 10 public schools in Iligan will be tracked until completion of Grade 3. To amplify the pool of trained educators, an online course covering reading pedagogy, instructional material development, and action research will be developed, seeking accreditation for Continuing Professional Development units. RISE’s efficacy will be monitored through longitudinal research, ensuring sustained impact and refinement of the interventions implemented.
