The availability, accessibility and quality of mental health services in Chamkar Leu, Oraing Ov, Ponhea Krek and Dambae operational districts, and the general prevention on NCDs, are improved taking into account the differentiated impact on men and women, including age distribution. Cambodian people living in the rural areas of Kampong Cham and Tbong Khmum provinces, especially the vulnerable groups, have access to mental health services (that are culturally appropriate and take into consideration prevalent health beliefs) through promotion, prevention, treatment, and rehabilitation. In addition, communities are committed to reduce the major risk factors for NCDs contributing to their own and their family's well-being. By means of these services people are empowered to take responsibility for their own health and develop healthy lifestyle behaviors including physical and mental health. Social inclusion is strengthened (reduced stigma and discrimination) allowing equal access to health and social services ensuring no one will be left behind. Finally, target populations and their families are empowered to engage in the social, economic and political systems from community to central level.
