General

An “early majority” of policy makers and the broad public in Lebanon starts recognising the need for alternative approaches on the Syrian forced displacement crisis. They see the need for changes in legislation and policies and take measures to tackle problematic relationships with rightsholders and CSOs. An “early majority” of CSOs have strengthened their legitimacy, capacities, and influence on a rights-based durable solutions agenda, including the “triple nexus” and gender justice. The programme aims to contribute to the realisation of a rights-based “durable solutions” agenda for Syrian refugees in Lebanon. In order to ensure that refugees have access to such “durable solutions”, 11.11.11 and its local CSO partners will create a structural platform to operationalise the “triple nexus” between humanitarian, development and peacebuilding support. Additionally, local CSO partners will be supported to increase their capacity to conduct innovative qualitative and quantitative research into various aspects of the Syrian refugee crisis in Lebanon, which will also serve as the basis for rights-based advocacy at national, regional and international level, and to counsel refugees on their mobility options. Particular attention will be paid to the protection situation of Syrian refugees, the gendered dynamics of forced displacement, and access to information on the conditions for a safe, voluntary, informed and dignified return.
