L'intervention gouvernance et participation citoyenne vise à améliorer la confiance mutuelle entre la population et les institutions afin d'améliorer les services publics centrés vers les besoins de la population. Cette intervention s'inscrit dans la volonté du gouvernement burundais à diriger une dynamique de développement volontariste et à stimuler une redevabilité accrue des différentes institutions, comme décliné dans le Plan National de Développement et la Vision 2040-2060. L'intervention travaillera sur plusieurs dimensions interdépendantes, à travers une approche basée sur les droits humains qui agira tant au niveau des débiteur·rices d'obligations qu'avec les détenteur·rices de droits, ainsi que l'intermédiation entre les deux à travers la facilitation d'un dialogue renforcé. L'intervention mettra l'accent sur (i) le renforcement des institutions (débitrices d'obligation) en renforçant leurs capacités en planification stratégique en appuyant leur efficacité et leur redevabilité; (ii) le renforcement de la participation citoyenne (les détenteur·rices de droits) dans l'expression de leurs préoccupations et la promotion de leur implication dans les affaires publiques, (iii) le renforcement des outils, instruments et enceintes de dialogue, collaboration entre acteur·rices publics et citoyen·nes. à être davantage participatifs et inclusifs. The project aims to improve trust between the population and institutions in Burundi through inclusive dialogue between more effective and accountable institutions and strengthened citizen participation. This is a government and civil society project focused on democratic participation and civil society, falling under the top sector of Government and Civil Society (151xx). The project will focus on enhancing access to healthcare services for vulnerable populations, particularly women and children, by understanding their expectations and needs, strengthening their capacities, and respecting their rights. It will also identify gender inequalities that contribute to the exclusion of women and girls from healthcare services. Additionally, the project will develop a monitoring tool to track advancements in knowledge, attitudes, and practices among rights holders, such as using the ICAP barometer, which has been successfully used in other countries. The project will also support community health structures, local organizations, health community agents' groups, associations, clubs, and women's groups to increase population participation in healthcare services in areas of concentration. Communication for Development (C4D) is underdeveloped, and the project will begin with a situational analysis to document what is being done or not regarding C4D for health in Burundi. This analysis will lead to the development of a C4D plan for the duration of the project. Finally, a multi-faceted approach will be implemented by the project, utilizing all relevant modalities and technologies (local radios, social media, app development, community theater groups, newspapers and magazines, peer-to-peer communication, etc.). Specific budget and attention will be given to mental health, in line with output B.4.
