Climate Finance - Tuiwezeshe Pwani Yetu Programme - Promoting Resilient Coastal Communities and Local Economies in Tanzania

The Local Climate Adaptive Living Facility (LoCAL), implemented by UNCDF, aims to channel international climate finance to the local level by integrating climate adaptation into existing local planning and budgeting systems. Through its Performance-Based Climate Resilience Grants (PBCRGs), LoCAL provides predictable and verifiable funding to local governments for climate adaptation investments, while combining financial support with technical assistance and capacity building. The approach strengthens local institutions, aligns with national climate and decentralization strategies, and supports the implementation of Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs). In Tanzania, LoCAL focuses on strengthening the resilience of vulnerable coastal communities that are increasingly exposed to climate-related risks such as sea-level rise, coastal erosion, tropical cyclones, and extreme weather events. Building on lessons learned from the LoCAL pilot in the Dodoma region, the programme supports locally led adaptation measures in coastal districts where livelihoods depend largely on small-scale agriculture, fisheries, forestry, livestock, seaweed farming, and other natural-resource-based economic activities. These communities face high levels of poverty, food insecurity, environmental degradation, and limited access to infrastructure and basic services, making climate resilience a critical development priority. The programme’s overall objective is to enhance the resilience of coastal communities and local economies through climate finance that supports sustainable local development and adaptation investments. Priority interventions include integrated coastal resource management, biodiversity conservation, sustainable water and waste management, sustainable fisheries, and climate-smart agriculture. By strengthening local planning and financing mechanisms and promoting coordination across sectors and levels of government, LoCAL contributes to long-term climate adaptation and sustainable development in Tanzania’s coastal regions.

To make climate finance available at the local government level, enabling local authorities and communities to implement climate adaptation measures that address their specific vulnerabilities and development needs. To institutionalize the internationally recognized LoCAL mechanism within Tanzania’s decentralization system, thereby ensuring the sustainable integration of climate adaptation into local planning, budgeting, and public financial management processes.
