General

The Education civique pour des elections democratiques en RDC project, implemented in the Democratic Republic of Congo (DRC), focuses on the sector of Government and civil society. Elections within the broader top sector of Government and civil society (151xx). The objective is to consolidate peace in DRC by strengthening the capacity of civil society and citizen dynamics around elections and civic education, promoting accountability of each actor within a transparent electoral process. The project strategy targets key stakeholders such as "rights holders" (civil society organizations, local communities, and potential voters), "duty bearers" (political parties, candidates for elections, election witnesses, and lawyers appointed by political parties to observe and handle electoral disputes), and "public institutions" (parliamentarians, government members, the National Electoral Commission (CENI) and decentralized territorial entities). The strategy involves information dissemination, sensitization, observation, and handling of electoral disputes. It relies on local Congolese partners with national networks of civil society organizations (OSC) who have demonstrated expertise in election matters to support social, political, and institutional actors, thereby strengthening electoral governance at all levels, improving respect for population rights, promoting gender equality, and integrating youth. The project aims to reinforce the capacity of each link in the participatory governance chain with a view to mobilizing them towards a transparent and peaceful electoral process that fosters development in DRC. This includes identifying priority needs of Congolese populations through participatory processes, evaluating electoral programs, setting up accountability mechanisms for public powers, and citizen monitoring of the entire electoral process. In each province of intervention, partners will identify a territory or city and two sectors forming an electoral constituency. In these priority constituencies, national partners will leverage their local presence through provincial focal points, OSC, and local citizen movements to implement projects, engage in political dialogue with public institutions, conduct citizen monitoring of the electoral process, and establish community-based social projects.
