Expertise Portefeuille The Expertise Portefeuille pays Niger 2022-2027 is a five-year governmental cooperation project between the Kingdom of Belgium and the Republic of Niger, signed on March 14, 2022. The total budget for this portfolio is €50 million, with an emphasis on health intervention through a co-financing by the Kingdom of the Netherlands. This project aligns with the principles promoted by Belgian cooperation in fragile situations, strategic positioning in the Sahel, the Sustainable Development and Inclusive Growth Strategy (SDDCI) Niger 2035, and Enabel's 2030 Strategy. The portfolio aims to have a greater impact in its priority areas and to leverage Enabel's expertise by executing projects on request from other donors that are complementary to the bilateral portfolio. The project focuses on five main sectors: system of social protection, entrepreneurship and employment for youth and women, agriculture and livestock value chains, humanitarian situations requiring comprehensive approach, and interventions aimed at reducing food insecurity, increasing access to entrepreneurship, employment, health, and education for targeted groups, as well as strengthening governance of sectors. Enabel also engages in applying the triple nexus approach in humanitarian situations, in collaboration with specialized NGOs focused on the thematic area. The project's overall goal is to contribute to food security, enhanced resilience, and increased revenues for the Nigerien population through sustainable development of agriculture and livestock value chains, entrepreneurship, and job creation for youth. The approach titled "do no harm" is also applied, which is sensitive to conflicts and includes mitigation measures aimed at improving their economic situation.
