Le mécanisme MRM « Monitoring and Reporting Mechanisme on grave violations against children in situations of armed conflict » bénéficie d’un mandat qui lui est conféré par le Conseil de sécurité des Nations Unies. Ce mécanisme a pour objectif de rappeler à un pays en conflit ses obligations en matière de protection des droits de l’enfant. Il s’agit d’un processus de monitoring et de reportage qui est activé à chaque fois qu’un pays est mentionné dans le Rapport annuel du Secrétaire Général des Nations Unies sur la situation des enfants dans les conflits armés (Children and Armed conflict - CAAC). Notre engagement est une contribution volontaire affectée de 2.000.000 EUR en faveur du « Strengthened Monitoring and Reporting on Grave Violations against Children in situations of Armed Conflict »; à imputer sur l’allocation de base 14 54 16 35.60.49 du budget de la Coopération au développement, avec liquidation étalée sur 2 tranches de 1.000.000 EUR.

Results

over the next two years, UNICEF will strengthen its monitoring and reporting capacities at all levels of the organization – including by: ✓ strengthening field monitoring capacity of staff and networks in selected high need countries, ✓ securing data collection and analysis ✓ enhancing sustained engagement and functioning of Country Task Forces on Monitoring and Reporting and their leadership, ✓ improving HQ and Regional technical support and coordination.

Other

1/ - providing guidance and supporting strategic engagement related to monitoring and reporting, the Secretary-General's Annual Report on CAAC and other periodic reporting, - supporting sustained engagement and functioning of Country Task Forces on Monitoring and Reporting, - engaging with parties to conflict and third-party influencers to prevent and end grave violations of child rights. 2/ - strengthening monitoring and reporting networks, - establishing an evidence base for action and accountability, - implementing secure information management systems, - engaging parties to conflict to end and prevent grave violations.
