Disclaimer: Country borders do not necessarily reflect the Belgian Government's official position.

General

The Programme de soutien a l’insertion economique des jeunes de Kinshasa dans des emplois decents – KinEmploi (KinEmploi) is a project funded by the European Union, implemented by Expertise France, and falls under the Education. Secondary. Vocational training sector in the Democratic Republic of Congo. The project was initiated in early 2017 as part of the EU's strategy to enhance port security in Western and Central Africa, specifically through its critical infrastructure protection component. The rationale for KinEmploi aligns it with EU policy frameworks and aims to increase overall port security in the region. The project context is set by defining the object on which activities will rest, identifying key notions of port safety and security, and presenting various threats encountered. The methodology outlines the project structure, objectives, outputs, activities, and resources required to produce expected results. The project targets ports that serve as entry points for regional markets and trafficking routes towards Europe, as well as minor ports that could be potential targets for terrorist threats. These threats have implications on both regional and international economic growth and security, given that 90% of trade destined to the African continent transits through maritime routes. The project aims to contribute to increased port security, which is crucial for maintaining economic stability and ensuring human security in the region.
