General

Intervention flexible de renforcement de capacités à travers des formations, études et expertises sur l'axe Conakry-Kindia-Mamou The Programme de Formations, Etudes et Expertises. PFEE is a multisector aid program in Guinea Republic, implemented by the Ministry of Plan and Economic Development, Port Autonomous of Conakry, various Guinean and Belgian state institutions, organizations, enterprises, and investors. The program aims to promote sustainable and inclusive economic growth along the Conakry-Kindia-Mamou axis. It addresses a significant need for capacity strengthening, identified as a major challenge and second factor of fragility in the country (UNPD studies, BM). The different public partners often lack adequate capacities, exacerbated by the retirement of experienced officials following the regime change in 2021. This need for capacity building is particularly acute for internal services that now have young and inexperienced managers at their helm. In 2022, there was an influx of cadres and agents from the diaspora within the government of transition, presenting new challenges and opportunities for development in public services. The program adopts a dual approach (Project and flexible funds) to ensure flexibility and adaptability. However, this is not systematic as CAPACITA, like other projects in its portfolio, faces challenges in operationalizing this approach. In 2022, the project was heavily solicited to support numerous funding requests across various intervention areas, confirming the interest of partners in having adequate capacities to improve the functioning of different services.
