General
Expertise Portefeuille Sénégal 2018 - 2022 The Expertise Portefeuille pays 2019-2023 project is a capacity development initiative in Senegal, focusing on the unspecified sector (99810). The project area encompasses the administrative regions of Kaolack, Fatick, and Kaffrine, which together make up the Sine Saloum pole, home to approximately 2.27 million people (around 15% of Senegal's population) and covering about 12% of the country's total area. The regions within the Sine-Saloum pole have poverty rates and fertility rates above the national average, with nearly 80% of households relying on agriculture as their primary economic activity. The project aims to address youth employment challenges that are prevalent across Senegal and are linked to migration. The economy primarily relies on the primary sector (agriculture, livestock, fishing, forestry), commerce, craftsmanship, and tourism. The project's strategic priorities have been shaped by various sectoral strategic plans, the National Policy for Territorial Planning and Development, sectoral policy letters, and new directions set by the Belgian Minister of Cooperation, particularly in supporting entrepreneurial agriculture, stimulating private sector growth as a development lever, and promoting a rights-based approach, especially sexual and reproductive health rights. Digitalization and innovation in the "green" economy, as well as synergistic involvement from Belgian cooperation instruments, including the private sector and public institutions (peer2peer), have also been incorporated into the project's design. The project has been developed based on an analysis of convergence between Senegal's priorities and those of Belgian development cooperation.
