General

Expertise Portefeuille Guinée 2019 - 2023 The Expertise Portefeuille pays 2019-2023 is a multisector aid project in the Republic of Guinea, implemented by Enabel with funding from DGD. The project aims to address capacity development needs in alignment and complementarity with other forms of support within the Belgian-Guinean Cooperation Programme. The project focuses on strengthening policy/strategic and operational levels (technical capacity/competences) in priority sectors, particularly in the areas of agriculture (pineapple, mango, and potato), micro, small, and medium enterprises in urban centers of Conakry, Kindia, and Mamou, women entrepreneurs active in key sectors, public and private institutions offering services to entrepreneurs, and women, adolescents, and children from the regions of Conakry, Kindia, and Mamou. The project also addresses human resource challenges by diversifying team profiles and seeking expertise not always available internally (fine knowledge of the private sector, novel tools and approaches, existing networks in Guinea and internationally...). Enabel aims to attract new profiles (often younger), strengthen, and retain its network of expertise in this sector. The challenging environmental and political context, low quality of services (particularly healthcare), and limited cultural offerings are other factors that the project seeks to address. The project's operational experience shows that the teams are still learning to master the evolving tools used by Enabel and new connected procedures require further improvement. The poor quality and variability of internet connection do not facilitate this learning process, which could potentially impact innovation or digitalization ambitions. The Belgian Development Agency contributes to creating decent and quality jobs and increasing stable and sustainable income for men and women entrepreneurs along the Conakry-Kindia-Mamou axis. It also aims to improve access to reproductive and sexual rights for women, children, adolescents, and youth, and enhance the performance of Belgian-Guinean cooperation partners in line with economic opportunities and human capital development on the Conakry-Kindia-Mamou axis.
