In het ISP 2012-2015 is o.m een deelname van 12 miljoen EUR aan de financiering van het Education Development Strategic Plan voorzien via het basketfonds Joint financing Arrangement.
Dit fonds werd in 2011 opgericht door Duitsland, Finland, Ierland en Noorwegen. In 2013 werd door België een eerste bijdrage van 3 miljoen EUR gerealiseerd. In 2014 werd een nieuw MOU ondertekend (JFA II). Het huidige dossier betreft de verderzetting van de Belgische financiering van het JFA, waarmee België formeel zijn steun geeft aan het nieuwe sectorplan met een financiële bijdrage van 9 miljoen EUR.
