Het elimineren van ozonafbrekende stoffen volgens een vastgelegd tijdsschema. Het Protocol is zeer soepel opgesteld zodat strengere maatregelen kunnen genomen worden op basis van nieuwe wetenschappelijke gegevens. Dit gebeurde reeds viermaal: te Londen (1990), te Kopenhagen (1992), te Montreal (1997) en te Beijing (1999), telkens bekrachtigd met een Amendement dat afzonderlijk geratificeerd moet worden.
