General

CDPF is increasingly resembling an HRH development project rather than a flexible financial source for funding gaps in GoR capacity devlopment requirements that includes not only HR development but potential infrastructure and institutional development. Health (55 MEUR) is one out of three main priorities of the BE/RWA ISP 2011-2014. CDPF (2 MEUR) plays a significant role in contributing to the GoRwanda's HR for Health (HRH) stratgegy to which it is fully aligned. CDPF is implemented besides sectoral budget support (32 MEUR) and one extensive health care and services support (21 MEUR).

Results

Health Strategic Plan (HRH SP): • Ensure a coordinated appoach to HRH planning across the sector • Increase the quantity of HRH trhough increased numbers of trained and equitably distributed staff • Increase the quality of HRH, including improved productivity and performance of health workers • Increase capacity to plan, develop, regulate and manage HRH.
