Local Government Reform and Development Phase 2
The management, the development and the administration system of the Local Government Sector in the Palestinian territory are improved within a decentralised framework. The capacities of LGUs to collaborate in providing services, promoting local economic development and contributing to territorial integration are strengthened. 1. The decentralized policy and regulatory framework for LGU collaboration is further developed on the basis of the MoLGs experience with LGUs in pilot clusters. 2. The MoLGs institutional capacities to support, coach, supervise, and monitor LGU collaboration in a decentralized framework are sustainably strengthened. 3. The supported LGUs collaborate to provide services, promote local development and contribute to territorial integration. 4. The supported LGUs invest in infrastructure to provide services, promote local development and contribute territorial integration. 5. The supported LGUs actively promote community participation in relevant functions and facilitate citizen's expression of their opinions on issues and priorities of public interest.
