Component 1 : MOLG capacity development Result 1 : Selected departments of MoLG capacitated to implement the MoLG strategic plan Component 2 : LG joint Services and Amalgamation Result 2 : Smaller LGUs in four to six clusters are facilitated for provision of joint services and amalgamation. Result 3 : The capacities of these LGUs are enhanced for improved planning, financial management, HRM and accountability. Result 4 : The services of these LGUs are improved through provision of sustainable infrastructure development. Component 3 : Municipal Development Program Result 5 : Newly amalgamated municipalities (merged smaller LGUs) are continuously progressing their performance. Output 1: MoLG is capacitated to implement the MoLG strategic plan and to design, to promote and to implement the LG reform with a focus on territorial integration in general and on LG joint services and agreements in particular: After having followed a "need" approach of the MoLG for capacity development activities (stydu tours, expertise, staff, equipment, training, etc.). LGRDP gradually followed a more strategic approach by (i) supporting the design and the implementation of strategies (Human Ressources development strategy and IT strategy) and (ii) supporting key working processes directly linked with the territorial integration objective (Budgeting system, JSC Department). Output 2: Smaller LGUs are facilitated for provision of joint services and pilot amalgamation processes through institutional development , capacity building and infrastructure development: In the four clusters, a process of transferring services and/or developing new services implemented and managed by a Joint Services Council has allowed to better deliver or to create new services to citizens (water distribution, solid waste management, maintenance, environment, decelopment planning, social infrastructures) Output 3: Newly amalgamated municipalities (merged smaller LGUs) are continuously progressing their performance through MDP: Through LGRDP, the MDP had provided specific supports to newly amalgamated municipalities as well as special punctual support to Gaza (after the war).

Objectives

To strengthen institutional and management capacities of the Local Government system.
