De actie combineert onmiddellijke beschermende maatregelen met institutionele veranderingen op lange termijn om ervoor te zorgen dat humanitaire hulpverleners veilig en duurzaam kunnen werken. De aanpak erkent dat fysieke veiligheid, psychosociaal welzijn, rechtsbescherming en institutionele verantwoordingsplicht elkaar versterkende dimensies zijn van een geïntegreerde zorgplicht.
