Specific objective 1: Strengthening the right of civil society to participate in the State's management of Mekong Delta as a critical natural resource for over 18 million people. Specific objective 2: Strengthening the public's awareness of their right to live in a clean environment and the State's obligation to protect the Mekong Delta.
