Ce projet est l'une des 2 composantes d'un programme d'appui au développement de la petite enfance (ECCD - Early Childhood Care and Development) mis en œuvre par Plan et ses partenaires dans 2 provinces du Nord du Vietnam comportant de fortes minorités ethniques.
La composante financée par la DGD s'appuie sur le parenting, c'est-à-dire un coaching adapté aux besoins adressé aux parents pour les matières liées à l'éducation.
L'autre composante, financée sur fonds propres, se focalise sur l'appui à l'enseignement scolaire.
