General

One of the main objectives of the IMF, which the Belgian government supports, is to maintain the stability of the international financial system by providing technical assistance and training (via the Regional Technical Assistance Centers, the Topical Centers) in the fiscal, monetary, statistical or legal fields (capacity development). In line with Agenda 2030, IMF launched the RM-TF program which aims to increase domestic resource mobilization in low-income and lower-middle-income countries through tax reforms that should ultimately benefit their sustainable development. Belgium's entry into the RM-TF was prompted by the realization that tax collection goes hand in hand with economic growth and the balanced distribution of the fruits of that growth throughout the population. The general purpose of the RM-TF program is to increase domestic resource mobilization in low-income and lower middle- income countries through tax reform, should eventually benefit their sustainable development.

Results

In implementing its activities (missions, advice, workshops, support in coordination), the Fund has a choice of 2 forms of cooperation: 1) A retained and intensive technical assistance in fiscal policy reforms (Intensive TA) 2) A more focused technical assistance (Targeted TA) of a country's fiscal policy and administrative systems The program is built around 5 outcomes: 1) An accessible funding mechanism for D4D projects contributing to the achievement of the SDGs is operational
